    Really? China appears to be able to do it primarily with state funding. As a result the infrastructure is state controlled (sovereign) and not subject to sale to and control by … international firms. She correctly points out that there’s a need for European control over AI infrastructure but capital markets do not necessarily provide that, even if the infrastructure is built in Europe. Just look at Britain’s water supply situation.
