The unspoken benefit of window units is the implicit focus on cooling only one room versus an entire home. When I lived in central Europe twenty years ago, I was already shocked that people in summer did not at least keep the bedrooms tolerable.

The German part of central Europe is pretty weird about AC units. Weird mix between penny-pinching, a large minority of environmentally conscious people, and lots of people being unable to install a proper split AC because they’re living in rented apartments. And lots of older people really hate drafts to the point that they’d rather get heat stroke than have a little air movement inside, which rules out both AC and fans.
