    I don’t really know, without reading the article, what they mean by “Europe.”

      What other entity in Europe could collectively decide to approve something? I mean, it’s not 100% ambiguous, but I think it’s pretty safe guess.

        I dunno. I’m not European, but my first guess would be it’s some organization under the EU? But then that wouldn’t include all countries in Europe.

          To be fair, the EU doesn’t include all countries in Europe. But honestly, if you hear that “Europe” does something, do you really think that this doesn’t mean the EU?

          If someone referenced “America” to me, I’d assume they meant the US and not go “Well, akchually…”
