I am not really sure what it means. The CAFE standards we had encouraged larger, less fuel efficient vehicles and discouraged smaller, more efficient ones.
While I wanna shout at the headline, fuel economy standards are something we need to revisit anyway.

which is good i guess because adding 1% fuel efficiency ends up making the engine 15% more expensive at a certain point; you can’t go below a certain fuel consumption level but if you try, you pay hard for it.
