ICE has granted a $16.7 million no-bid contract for 6,000 gloves that can deliver electric shocks, a new use-of-force tool that the agency claims will help officers control resisting detainees.
The goal of stun guns is to lock the victims muscles up so they can’t move. These gloves don’t appear to do that and according to the manual someone else can be holding the victim while they are being used. The primary purpose of these gloves seems to be to cause pain. From their manual:
CD3s function by over-stimulating the sense of

Also, the US just froze the assets of two ICC judges that worked on the case to create an arrest warrent for Israel’s Prime Minister.

The manual specifically says not to use them for torture but you know it definitely will be.
It also says not to apply it for more than 12seconds or to the throat, groin or face but considering it takes 2 hands to (de)activate it I don’t see the piggies taking their hands off the victim to comply with that.
