What states are “by mail only”?

If that’s his attitude towards #14, how does he feel about #2?

When I googled that was the list I got, but I know that California, at least, still has in-person voting too.
California has “universal mail-in voting”, not “mail-only”. Meaning every voter is eligible to vote by mail, not that in-person voting is unavailable.
