If you include those who were registered to vote, but didn’t or couldn’t (i.e. didn’t have ID after new rule came in, spoiled ballots etc), this has already been the case.
Kier Starmer recieved about 20% of the possible votes in 2024 (34.7% of a voter turnout of 59.7%).
We’re going to be in a situation where a party can potentially win with less than a quarter of the vote, fun…
