When two forces are locked in a long frontline war it is like a drag race, Russia losing access to Starlink is like the engine on their car failing for a couple of seconds, Ukraine in the other car isn’t going to have been waiting idlely while Russia figures out the problem, they have their pedal to the medal.

Thus the gap opened up by Russia losing access to Starlink becomes a loss in pace encodified into the tactical battles at the front and who truly has the initiative in them, so yes Starlink set off this chain of events but even if Russia somehow addresses the problem perfectly they are still playing catch up and Ukraine is doing the opposite of slowing down.
