Paywalled, maybe I’m wrong. But no, it’s not stuck on empty. It’s stuck at 35%, pretty much the exact same as Biden during his term, and Trump during his first term. Approval ratings seem increasingly useless.
It also means that his base - about 1/3rd of the proof - will never abandon him.
