What’s a little extra 5 or 10 mph on the clock?

You should do what the cars around you are doing to pass that block. You shouldn’t blindly follow the speed limit as a strict unnuanced law regardless of what is happening around or in front of you.

No person shall drive a vehicle upon a highway at a speed greater than is reasonable or prudent having due regard for weather, visibility, the traffic on, and the surface and width of, the highway, and in no event at a speed which endangers the safety of persons or property

What you are talking about, I think is called the general speed law. Basically as fast as road conditions allow. Above is from California https://california.public.law/codes/vehicle_code_section_22350
