So it might be stationary now, but only because it seems abadoned or it is not getting any/enough maintenance lately. I think in theory it should have moved a while ago or it may be some sort of trick to fool ordinary people so they assume the police presence at this site with this “equipment” is a response to a temporary actual or declared state of that particular area.
