The USA had the largest sustained series of protests in human history in 2020 about specifically this issue and vanishingly little was accomplished in terms of actual police reform/laws changed.
Yes, because the rich in the US know that, once people get it out of their system, they stop fighting. Protests need to come with SOME kind of consequences. The US does not practice consequences for the rich and powerful at nearly any level.
