I found a French source. The only organisation which has complained is CIFOG, an organisation which represents French foie gras makers. As far as I can tell the rest of France doesn’t give a shit.

For those of you… Look, it’s about force feeding a duck so it’s liver gets really fat. Then you murder the duck, rip out the liver and feed your family… Friend. One guy. Kill one animal for one guy to lunch one time. I guess you can eat the rest of the fat duck too.
It’s not actually grass as I thought! It’s not people banning the sell of freshly cut lawn grass. Its an animal liver and in French.

Yeah, so summary, forced fed duck livers are banned. We can still eat mulch but not recommended.
